Government Tables Tobacco Control Bill 2025 in Parliament

Government has presented the Tobacco Control Bill, 2025 for first reading in Parliament, aimed at protecting present and future generations from the health, social, environmental and economic effects of tobacco use.

Presenting the bill, Minister of Health Dr. Elijah Muchima said the proposed law seeks to safeguard the public from nicotine addiction and exposure to harmful emissions from tobacco products, tobacco devices, nicotine products and nicotine devices.

Dr. Muchima explained that the bill also provides for the establishment of a Tobacco Control Committee, which will be responsible for regulating the manufacture, distribution, sale and importation of tobacco products, among other functions.

He said the legislation is intended to strengthen Zambia’s tobacco control framework in line with public health priorities and international best practices.

Meanwhile, Second Deputy Speaker Moses Moyo has referred the bill to the Parliamentary Committee on Health, Community Development and Social Services for further scrutiny.

The committee is expected to study the bill and present its report to the House before the legislation proceeds to the next stage.
