Zambia, China Strengthen Ties Through Metrology Cooperation Agreement

The Zambia Metrology Agency (ZMA) and the National Institute of Metrology (NIM) of the People’s Republic of China have signed a Memorandum of Understanding (MoU), marking the start of a strategic partnership aimed at strengthening cooperation in the field of metrology.

The MoU was signed by ZMA Executive Director Mr. Humphrey Nkobeni and NIM Director General Dr. Li Wentao, formalizing collaboration between the two institutions in areas critical to measurement science, quality assurance, and industrial development.

NIM is China’s highest national metrology institute and ranks among the leading metrology institutions globally. Operating under the State Administration for Market Regulation (SAMR), the institute is responsible for establishing and maintaining national measurement standards, advancing metrology science, supporting industrial innovation, and safeguarding consumer protection through accurate and reliable measurements.

The signing ceremony was witnessed by senior officials from both institutions, including the Director General of the Department of Metrology under SAMR, Mr. Guo Huanxin. Mr. Guo expressed pride in formally adding metrology to the list of strategic areas of bilateral cooperation between Zambia and China. He noted that the MoU would promote deeper exchanges and practical cooperation, particularly in priority areas such as food safety, capacity building, scientific research, and international metrology comparisons.

ZMA Board Chairperson Mr. Musamala Josia Nyirongo acknowledged the critical role played by SAMR and NIM as global leaders in metrology. He expressed confidence that the cooperation framework would enhance measurement accuracy, strengthen consumer protection, and support fair trade in both countries. Mr. Nyirongo further assured stakeholders of ZMA’s commitment to good governance and effective implementation of the agreed outcomes.

Speaking at the event, Mr. Nkobeni described the MoU as being of strategic importance to Zambia and ZMA. He said the agreement provides a structured framework for technical cooperation, knowledge exchange, and capacity development in critical measurement disciplines. Through the partnership, ZMA is expected to enhance its technical capabilities, strengthen traceability to international measurement standards, and improve the quality of calibration, testing, and certification services provided to industry and the public.

Dr. Li Wentao emphasized that the MoU would facilitate deeper cooperation between NIM and ZMA, contributing to shared growth and advancement in metrology.

The agreement is expected to support collaboration in metrology research, calibration services, testing, certification, and technical capacity development, ultimately contributing to industrial advancement, trade facilitation, innovation, and quality infrastructure development in both Zambia and China.
