HEA Deregisters Mansfield University for Non-Compliance

 


The Higher Education Authority (HEA) has, with immediate effect, deregistered Mansfield University from operating as a Higher Education Institution (HEI) in Zambia.

In a statement, HEA Corporate Communications Officer Boniface Musoba said the decision was made in line with the Higher Education Act of 2013, as amended by the Higher Education (Amendment) Act of 2021, and the Higher Education (General) Regulations of 2024, which empower the Authority to deregister institutions that fail to meet prescribed quality assurance and operational standards.

Mr. Musoba explained that the deregistration followed findings that Mansfield University formerly registered under HEA/048 and located on the 1st Floor of Kulima Tower Building in Lusaka —had violated several provisions of the law.

According to the Authority, the institution:

1.     Lacked the minimum required accredited Bachelor’s degree programmes approved by the HEA.

2.     Failed to relocate from the Central Business District to suitable premises as required for higher education operations.

3.     Repeatedly failed to comply with multiple provisions of the Higher Education Act and related regulations.

As a result, the deregistration took effect on 16th October 2025, and Mansfield University is no longer authorised to offer or advertise any higher education programmes in Zambia.

“Operating outside the legal framework of the Higher Education Act constitutes a serious offence,” Mr. Musoba warned. “Institutions that continue to operate after deregistration will face prosecution, and qualifications obtained from such institutions will not be recognised in Zambia.”

He reaffirmed the Authority’s commitment to ensuring quality, legality, and integrity within the country’s higher education sector, saying the move was intended to protect students and uphold the credibility of Zambia’s education system.

The Authority further stated that the deregistered institution has the right to appeal the decision to the Minister of Education within 30 days from the date of the notice, as provided under the Higher Education Act of 2013.
